I found myself recently thinking about what is probably one of the most commonly asked questions by those considering diving. That is, "what is the best SCUBA certification agency?" By far, the most common agency in the US, based on the number of divers certified, is PADI. The "Big Three" agencies are PADI, NAUI, and SSI. So which one is best?
