Lighting up an area underwater is difficult. Away from the shallows, the ambient light dissipates, becomes dark and the light you have doesn't travel as far, or cover as much area. This can be a problem if you are trying to light up a wide angle shot, like a ship wreck or a cave. Also, traditional underwater lights, halogen and HID, don't have the correct color temperature to produce natural colors, the goal is to replicate natural sunlight.
